​Who We Are

The Government-Academe-Industry-Network Inc. or GAIN is composed of government representatives, academicians, and industry practitioners, who have come together in synergy and strength to ensure the global competitiveness of Philippine graduates and workforce.

Since its incorporation in 2016, GAIN has been at the forefront of promoting the adoption of international standards for communication and digital skills of the Philippine graduates and workforce through its national conferences and collaboration with various sectors.

GAIN’s massive awareness campaign has prompted a Senate Inquiry on the decline in English Proficiency of Filipino Students, the need to assess present curricula in elementary and high school, and encourage trainings and other learning approaches.

It has likewise inspired Sen. Pia Cayetano’s Senate Bill no. 62 which seeks to establish an Education Roadmap that shall provide a common national policy on education to enhance global competitiveness.

Rallying the education sector to the cause, GAIN events have also served as a catalyst for the launch of the National Roadmap for Global Competitiveness in Communication Skills (NRGCCS) by the Commission on Higher Education (CHED) with the goal of adopting the Common European Framework of Reference (CEFR) for Languages as a recognized metric for communicative competitiveness.

Aside from CEFR, GAIN also pushes for the adoption of other national and international standards such as the Philippine Qualifications Framework: a quality assured national system for the development, recognition and award of qualifications to the learners and workers of the country; and the ASEAN Qualifications Reference Framework: a common reference framework that enables comparisons of education qualifications across participating ASEAN Member States.
Recognizing that the jobs of the future require a new set of skills, GAIN organizes a series of Masterclasses on the following topics:

World Standards of Technology such as the International Society for Technology in Education (ISTE) - the most popular digital standards framework in the USA, and DigComp – the Official Digital Framework of the European Union;

Massive Open Online Courses (MOOCs), Certifications, and Free Online sources for upskilling of managers, employees, faculty, and students;

And lastly, the Common European Framework of Reference for Languages (CEFR), the most widely used framework used in teaching and assessment for language proficiency used by 120 countries all over the world.

To gather a stronger collective voice in echoing the adoption of international standards, GAIN has partnered with renowned organizations from the Industry and the Academe, to collaborate on various initiatives including research on English proficiency and the competitiveness of the Filipino talent.

GAIN also collaborates with various organizations and sectors on research, specifically on topics of English proficiency and competitiveness of the Filipino talent.

The global health, energy, peace, and order crises have accelerated educational and learning institutions to embrace and navigate digital technologies for survival and growth. As the 5th in the series of Masterclasses organized GAIN, this particular session centered on technologies that would enable school administrators and chief learning officers to ensure relevance and effectiveness in steering their respective organizations to a vibrant 21st century.

Mr. Rex Wallen Tan, GAIN Director and one of the most sought-after speakers in Digital Literacy, kicked off the learning session by discussing the four levels of data analytics maturity. Mr. Tan shared advanced statistical methodologies that are the foundation for leveraging big data and meaningful analytics for school administrators to make better and faster decisions that further organizational goals.

GAIN Takes Active Part in CHED Training Course for Global English Competitiveness Development for Teachers

The National Roadmap for Global Competitiveness in Communication Skills (NRGCCS) Project was launched by the Commission on Higher Education (CHED), alongside government, academe, and industry partners in 2020.
 
Part of the short-term targets of the NRGCCS Project is to further raise the level of awareness and adoption of Philippine higher education institutions to international standards and teaching techniques and develop our competitive advantage in this area to contribute to our progress towards a globally competitive knowledge economy. Its main goal is adopting the Common European Framework of Reference (CEFR) for Languages as a recognized metric for communicative competitiveness.

GAIN President Speaks at PALSCON Assembly, Furthers Advocacies with the Industry​

Ms. Monette Iturralde-Hamlin, President of Government Academe Industry Network Inc., graced the Philippine Association of Legitimate Service Contractors (PASLCON) 395th General Membership Meeting as one of its Keynote Speakers last July 28 at Club Filipino, Greenhills, San Juan City.
 
PALSCON is an association of legitimate local service contractors, and one of its major goals is to professionalize the service contracting industry in the country to realize a sustained and genuine economic progress. This aligns with GAIN’s mission to empower the Filipino talent to be globally competitive.

GAIN President Bags Home International Leadership Award

Hearty congratulations to our GAIN President, Ms. Monette Iturralde-Hamlin for winning the Global Woman Leadership Award 2022, a prestigious international awards run by the Global Woman Club!   She received the prized honor during the Global Woman Summit and Awards held in London, United Kingdom last June 11-12, 2022.

Founded by Mirela Sula in London in March 2016 to celebrate International Women’s Day, the Global Woman Club has since grown in membership to several thousands of businesswomen and created a membership model where women come together to empower each other and lift each other up to greater success.

Three Industry Associations Support GAIN’s Advocacy to Adopt International Communication Standards​
Several industry associations, such as People Management Association of the Philippines (PMAP), IT and Business Process Association of the Philippines (IBPAP), and Tourism Industry Board Foundation Inc. (TIBFI) have drafted and released statements stating their support for global language standards particularly the Common European Framework of Reference for Languages (CEFR) as a recognized metric for communicative competitiveness, and for the National Roadmap for Global Competitiveness in Communication Skills (NRGCCS) of the Commission on Higher Education (CHED).

In a circular routed to its members, PMAP issued recommendations for minimum competency levels to enable graduates to be industry-ready using the globally accepted CEFR.  For entry-level jobs in Hospitality and Tourism, Allied Health Sciences, Education, Business, and Engineering industries, PMAP recommends B1 (Intermediate) as minimum and B2 (Upper-Intermediate) as ideal level. PMAP hopes these recommendations will guide educational institutions and industries when setting the program and course outcomes to ensure that their graduates and the workforce will be competitive both within the Philippine setting and overseas.  Ms. Angelina Mukhi, 2021 PMAP President, further stated that industry recommendations can be included in the many Outcomes Based Education policies of CHED such as Accreditation Criteria, SUC Levelling, Typology and Course and Program outcomes for Technical Working Groups.
