A Partnership with a Shared Vision

The collaboration between the Government of Zamboanga Sibugay, GAIN Inc., and Southville demonstrates what can be achieved when organisations come together around a shared commitment to education.

By bringing together government support, academic expertise, technology, learning resources, and community participation, the partnership seeks to provide Grade 3 learners with additional opportunities to develop their reading skills and confidence.

The implementation across six identified schools in Ipil represents an important step in this shared effort. Through the programme, learners will be given access to curated digital reading resources, guided learning, and opportunities to practise reading in an engaging and supportive environment.

More importantly, the programme reflects a shared belief that every learner deserves the opportunity and support to develop the skills they need to succeed.

Continuing GAIN Inc.’s Mission Through Partnership

The GAIN-Southville Reading Intervention Program is part of GAIN Inc.’s broader mission to connect government, academe, and industry in creating meaningful opportunities for education, skills development, and workforce transformation.

GAIN Inc. believes that preparing Filipinos for the future begins with building strong educational foundations today. This means creating an environment where different sectors can work together—bringing together the reach of government, the knowledge and expertise of academe, and the experience and opportunities of industry.

As part of this mission, GAIN Inc. continues to build and strengthen partnerships with government agencies, schools and universities, and industry organisations. Through these partnerships, GAIN Inc. conducts masterclasses, workshops, training programmes, and other learning initiatives that help students, educators, and professionals develop the knowledge and skills they need for an increasingly changing world.

The reading programme in Zamboanga Sibugay brings this mission to an even earlier stage.

While many of GAIN Inc.’s initiatives focus on developing the skills of students and professionals for higher education and the workplace, this programme focuses on something even more fundamental—the ability of young learners to read, understand, learn, and grow.

For GAIN Inc., a future-ready workforce begins with future-ready learners, and future-ready learners need strong foundations in literacy.

By investing in reading at an early age, the partnership is not only supporting children in the classroom today; it is helping create the foundation for the learners, students, professionals, and citizens they will become tomorrow.

Building a More Literate and Future-Ready Philippines

The GAIN-Southville Reading Intervention Program is more than a reading programme. It is an investment in the future of Filipino learners and an example of what can happen when sectors come together with a common purpose.

On 17 August 2026, six identified schools in Ipil, Zamboanga Sibugay will begin implementing the programme, providing Grade 3 learners with technology-supported opportunities to practise and strengthen their reading skills through carefully curated reading applications and learning resources.

Every new word a learner recognises, every story they understand, and every page they read with greater confidence represents meaningful progress.

And behind that progress is a partnership built on a shared vision: that education is a collective responsibility and that every sector has a role to play in helping Filipino learners succeed.

Through its continuing partnerships with government, academe, and industry, GAIN Inc. remains committed to building bridges that create opportunities for learning and development—from foundational literacy in the early years to skills development, higher education, and preparation for the future workforce.

Because building a future-ready Philippines does not begin when a student enters the workplace. It begins much earlier—with a child learning to read, discovering the joy of learning, and being given the opportunity to reach their full potential.
